This is government overreach...they are acting without sufficient oversight to expand their own boundaries by redefining industries they wish to target. I believe this is to improve their litigation arguments and boost their chances in lawsuits, and to seize more territory from other regulators. No one in the affected industry thinks this will protect them. Practically everyone else in the affected industry sees this as an act of corruption to cripple the exchange's industries. I shows a clear act of bad faith and spite.
