March 23, 2023 I strongly believe this proposal should be stricken down. More specifically, I am deeply concerned about the exception being granted to market makers, which would give them special permissions not available to other investors. This kind of preferential treatment is not seen in other markets, and I believe it undermines the fairness and integrity of the financial system. Furthermore, the proposed rule change is highly ambiguous and leaves ample room for interpretation. I am concerned that self-regulating financial markets will be able to stretch and push the limits of this rule, potentially leading to further inequities and market distortions. It is important that we take steps to create a level playing field for all investors, and that any rules and regulations governing the financial markets are clear and transparent. This proposed rule change fails on both counts, and I urge you to reconsider it.
