 I am not satisfied the proposed rule to implement Section 27B of the Securities Act of 1933, a provision added by Section 621 of the Dodd-Frank Act. This proposed rule appears to be in conflict with retail traders when providing exceptions for \"risk-mitigating hedging activities, bona fide market making  certain liquidity commitments.\" Giving the large entities advantages is not fair play in my view. I have constantly watched the big firms get away with market manipulation with FTD's, Spoofing and other means to change the market to their advantage. Giving these organizations additional exceptions to the rules of the game is not in the interest of the market and definitely not retail traders.

It is your job to protect investors and create fair markets and i have yet to see that happening.
