Dear, Chairman Gensler 


As a retail investor I oppose rule no. S7-01-23 this rule facilitates hedge fund managers and market makers more loopholes to cheat the system.  




I have been investing in the stock market since 2019 right around when COVID hit the global markets. Lots of people lost a lot of money due to insider trading and people in the government sold their stock without repercussions.  




I might not be a seasoned investor, but I'm learning and I am still new to this. I been watching closely all the rules the SEC has been passing this couple of years.  




It seems to me that the SEC only protects big corporations and not the average investor.  




Mr. Chairman I once again oppose this rule. I know my comments won't do anything because at the end of the day you will pass this rule regardless.  


We need fair markets and lit exchanges.  


I oppose rule no. S7-01-23.
