 Dear sir or madam,

I firmly believe, that there should be no exceptions for risk-mitigating hedging activities, bona fide market making or certain liquidity commitments. Hedge funds, especially that close to market maker entities, were constantly breaking laws on purpose and have been fined again and again. Additionally, I doubt that those fines were effective. They have been always way to low, to be actual fines. They were just pocket money or \"the cost of doing business\".

I sincerely doubt that those hedge funds can be trusted. I am convinced, that they will continue to engage in market manipulation if they aren't propperly regulated. They need more regulatory oversight and not less. Furthermore, it puts household investors like me at yet another disadvantage by limiting transparency, making it harder to make informed decisions.

Thank you for your time
