That this is even being considered is proof that the markets are neither fair nor free. Faith in the American markets is failing because of this type of thing. Among many others. Market makers are notorious for exploiting loopholes in the system for their benefit. This should absolutely not be considered and market makers should not be exempt. I firmly oppose this rule.
