March 18, 2023 It is obscene to write such a lengthy proposal, then allow exceptions that entirely defeat the purpose of said proposal. It is beyond time for actual enforcement of rules and an attempt at fair markets. The exemptions must not be allowed to be incorporated. The mere suggestion is an absolute slap in the faces of individual investors. Close the loopholes, enforce the rules, and begin actually punishing rule breakers. Until fines exceed the profits, it is literally just the SEC taking their cut for allowing the infractions to occur.
