Thank you for this opportunity to comment. I am firmly opposed to the change in the proposed rule. Specifically, there should be no exceptions granted for risk-mitigating hedging activities, bona fide market making  certain liquidity commitments. There should be no exemptions granted especially to market makers, which would give them special permissions not available to other investors. This kind of preferential treatment undermines the fairness and integrity of the financial system.

Furthermore, this proposed rule change dilutes the original intent of the rule.

It is important that we take steps to create a level playing field for all investors, and that any rules and regulations governing the financial markets are clear and transparent. The proposed rule change fails on both counts.

There should be NO EXEMPTIONS to this rule for any market participants.
