Dear Commissioner Gensler, NO EXEMPTIONS! By adding exemptions for market makers and large banks this does the equivalent of castrating these rule proposals. Arguably it is the exemptions to the existing rules which have got the markets into the state they're currently in! Without exemptions, this rule has real teeth and has potential to bring fairer practices to the US markets and see true price discovery brought back.
