I am writing to express my opinion concerning the proposed rule listed in the subject line above. 


I am firmly against the exceptions or exemptions of any entity, including those intended within the text stating "risk-mitigating hedging activities, bona fide market making & certain liquidity commitments", from the proposed rule. 


The change to the proposed rule would affect individual and family investors from having a fair opportunity within the stock market by restricting the information they would have available to them. 


It would inadequately protect the individual investor by favoring large corporations, and yes even market makers and hedge funds, through intentional shrouding of pertinent trade and security information. 


The proposed rule in its current state would pose significant risk to the markets by intentionally embedding loopholes into the reporting system, allowing bad faith actors to easily exploit the new reporting rules to offset or hide other figures that could be indicators of poor risk management on their part.
