A fair market means fair for EVERYONE...   This places the emphasis on everyone playing by the SAME RULES... 


Exemptions for some and not for all is the definition of unfair policies and if a rule needs certain exemptions for certain parties then what is a rule good for. 


In addition to that is the emphasis on reinstating rules that are already in place is totally ridiculous.   If an entity cannot live within the rules they are governed by then perhaps they should alter their business model to satisfy these regulations immediately, as well as answer to their failure to do so to date. 


As a retail investor I DEMAND a fair a free market to work my investments within and therefore reject any amendment or exception to facilitate certain entities regardless of their position and involvement in the US Securities market.
