March 15, 2023 To whom it may concern, Providing exceptions to the proposed rule will, in my opinion, only hurt the people and the markets. There are certain entities that make their money 'betting' against regular investors. They wield enormous power and influence over the way equities move already. They have acted less than ethical in their behavior. And some have proven they care not for rules that are already in place and even break the laws that other investors are subject too. Granted, there are only a few of these bad actors but that's enough to cause catastrophic pain to many. Thank you, Victor V.
