As a retail investor I believe that creating exceptions for this rule does the opposite of the intended effect. There should be no exceptions to upholding a free and fair market. Hedge funds, market makers, or any other entity should be held with full accountability for current regulations and faithful practices. NO EXCEPTIONS, as this rule is, I DO NOT AGREE. Again, I believe in this rule, but ONLY if there are NO EXCEPTIONS to the rule.
