Any rule that does not address \"failure to delivers\or a market makers ability to have infinite liquidity at this point is absolutely ridiculous. Please address the problems in the market. Mandatory purchases of stock immediately, retail orders being executed on lit exchanges and the conflicts of interest with market makers who are affiliated with hedge funds.
