 There should be no exceptions. In fact, the very companies you intend to exempt should be held to a higher standard than the rest. Market-making is a privilege that some have begun to treat as a right. The consolidation of market-making firms continues to remove choices for investors. This needs to stop. Put them under the strictest of rules, make them constantly prove they are within regulation, track everything they do x10. You have a choice, fight for the crowd or continue to support an increasingly small group of individuals whos best interest is themselves.
