I do not believe that a one-size-fits-all approach is appropriate since many challenges for reducing emissions vary by region/county and will manipulate the market in favor for areas that are naturally less emitting despite significant process made in other areas. Likewise, a compulsion to reduce emissions may result in utilizing sources from countries, like Chinas Xinjiang forced-labor production of components necessary for Solar Panels. It will manipulate the market, reduce competition, and can potentially infringe on human rights and national security.
