To whom it may concern: 


I fully support the repeal of finalized rule SR-NSCC-2010-11 as the creation of the obligation warehouse and the allowance of failure to deliver in the stock market are glaring examples of fraud, manipulation, and favoritism. The repeal of this rule should also be paired with a rule making FTDs illegal. The repeal of this rule is a much needed step towards market transparency and fairness.
