The SEC has been active in the "popular rebellion" trading inspired by Robinhood among other sites. This appears to be the only relevant petition for comments. This is unfortunate. 


Some argue that these traders represent individual investors. This is clearly untrue. Individual investors these days invest primarily through mutual funds (e.g., Vanguard's $7billion holdings) and are strongly negatively affected by the stock market declines attributed largely to increasing volatility driven by the "popular rebellion" traders. A proper regard for individual investors would greatly restrict the market manipulation caused by ganging up on selected companies' shares.
