The amount of fine exposure should be 100% of the order, at the minimum. When you limit exposure on fines, it simpley becomes the cost of doing business. When someone can make $10 million, and only have to pay $500,000 fine, or even a $5 million fine, that is simply the cost of doing business. In reality, they are being rewarded for theft. Its criminal. If I go into Target, and steal a few items that are worth $200, but the fine is only $50, that was just the cost of doing business. Further, anyone in violation should be facing jail time. This is the way the world works for the 90% of the population. Stop making loop-holes and excuses for billionaires. We are all watching.
