I implore you, this amendment cannot be passed. To limit the punishment or fine of erroneously reporting information to the CAT system is an injustice to the transparency of the market. Companies illegally manipulate information to their gain and make enormous profits when the punishment doesn't match the crime. Illegally or mistakenly reported information hurts the American investor. Don't let organizations profit from illegal activity. Don't pass this amendment. For example, If a firm misreported 1,000,000,000 short sales in order to artificially increase the share supply to surpress the price in an effort to avoid a margin call and the fine amount had a cap for how high it could go, this firm would never be fined the appropriate $ figure to recoup the amount of money they made or saved from that manipulation, or the money that others lost from that manipulation.
