This change would make a crime a slap on the wrist. These companies not working in good faith for businesses and investors should be prosecuted to the fullest extent of the law. There should be no cap on fines imposed on individuals and individual organizations that participate in market manipulation professionally. When the punishment for a CRIME is a FINE, it is only a law for the poor.
