As a retail investor, I fear a cap on fines not based on a percent will only encourage market manipulation, as it is already often the case that it is more profitable for institutional investors to simply continue not following regulations and pay the fine as a fee of operation. This amendment is taking us in the wrong direction, and just its proposal shows the ineffectiveness of the current system. Please revise, fines must be a percentage and have no cap.
