This cap only encourages more illegal activities, that get a slap on the wrist and a minimal fine. It does not work, as seen for the past 20+ years of these hedge funds gaming the system. It needs to stop, and having the fines set as a percentage would hit harder than a banking error of s miniscule amount. Do your job, enforce the laws, and make them laws entities should follow with consequences. Level the playing field, for all players equal.
