If fines are less than the profit generated by acting illegally, it is always more profitable to break the law and pay the fine.

That is not acceptable.

Your job is to stop crime, not to enable it.

There must be no upper limit on fines.

Fines should, in fact, be EQUAL TO or GREATER THAN the profit earned from the criminal act. ALWAYS.

This is the only way that financial crime will actually stop. Otherwise, fines are just a cost of doing business. Pennies on the stolen dollar.

Your job is to stop crime. Do it.
