Subject: Comment on File Number 4-637

Dear members of the Securities and Exchange Commission:

Citizens United flouts democracy by handing large, amoral organizations an excessive degree of control over the political choices made by citizens.

Even campaign ads were scrupulously honest, they and other efforts of a political actor are not the same as voting. As long as massive infusions of cash are protected by confidentiality provisions, an oligarchy of parochial interests will prevail.

Please stipulate that all such contributions be subject to complete transparency so their corporate sponsors can't hide their agendas behind a specious first-amendment screen.

Thank you for your consideration.

Sincerely,

Mike Norris
