The S.E.C. should have these two rules:
#1 The uptick rule
#2 Brokers should not be allowed to loan out shares of thier clients, when the shares are long. Name me a business, where you can use the investors assets to bet
aganist the investor. Ask any investor, whom is long a stock, if it's ok to use thier shares to short the same stock.
"Think about the investor, not the manipulator"
