I believe the SEC needs to strongly look into short selling or naked short selling through entities offshore, such as the BVI. There have been many individuals that are front running manipulative "negative reseach" pieces with the intent to move the stock price of a security for their unnatural benefit within the market.

They short the stock through offshore entities and to avoid being forced to buy in they trade the securities to another account they hold in the BVI or other offshore location. This way they can stay short the securiy beyond the legal limit without ever being forced to by in by the rules and regulations.

The SEC needs to force such short rules and act on the individuals playing this game.
