You have empowered the shorts! Only professional traders short. By your tinkering with the up-tick rule and by allowing naked short selling, these markets will never be the same.
We know about the 28 MILLION shares of Lehman that were sold and not delivered on time. It was their demise. Just like it will be the demise of our markets because of your tilting the hand to the professional traders rather than the "investor."
Shame on your institution!
