I am an individual investor in favor of the re-instituting of the 'up-tick' rule for short sales.
The up-tick rule was created to maintain order in volatile situations. It worked. There can be little question in any individual's mind that the abolition of this rule contributed to the recent financial debacle and the almost meltdown of our financial system.
The up-tick rule desperately needs to be re-instituted.
