You have succeeded in enacting a Rule that will have no effect on Market Manipulation. I am sure that was what was intended. I also assume you have no ruling on requiring a hard hold on borrowed stocks.
I am obviously wasting my time writing you to obtain the level playing field you apparently don't want. I will redouble my efforts writing members of Congress to ask them to pass legislation that will do that.
