The uptick rule should be reestablished. It served average investors well for many years. If the financial system is to be the plaything of clever manipulators, then tell the rest of us so we are better aware of the odds against us. Do we really have to go through our congressional representatives to get a fair shake? I hope not. Please reinstate the uptick rule.
