Short selling is only one of several market manipulation techniques the SEC needs to fix. Read "How Traders Killed Value Investing" by David Weidner in the 6/11/2009 issue of the Wall Street Journal for others, including program trading, puts, futures, dark pools, credit derivatives, etc.
Until these manipulation techniques are controlled the Market is not safe for Investors, just a place where Traders can take money from them.
