I have the following comments and suggestions for the pending refund plan that you just posted:
 
1. By checking Article 5 of the PROPOSED PLAN OF DISTRIBUTION, you should know that Sara (LIHONG WEI) provided the investment agreement and remittance bank account through Google Drives, instructing the defrauded investor to use the VOG company account and Sara (LIHONG WEI) personal account. Wire transfer of investment funds. I remitted to Sara (LIHONG WEI) personal account just because I was worried about the restrictions on overseas remittance in mainland China and the consideration of security factors. However, by checking the Respondents of the refund distribution plan, I learned that Sara (LIHONG WEI), the actual controller of VOG, was not included in it. I was worried that the refund of this refund plan did not include the investment funds remitted to Sara's personal account. Please pay special attention, the investment funds remitted to Sara's personal account should also be included in this refund plan and should not be excluded. 2. When investing, Sara (LIHONG WEI) asked the investor to send a signed version of the investment agreement (including the investor's signature, mobile phone number, email address, address, remittance date), a screenshot of the remittance, the remitter's name, the information such as the photo or scanned copy of the identity certificate (ID card or passport) is all packaged and sent to their designated mailbox by email, so they have all the personal information of the investor. I am worried that when applying for a refund, they can use this information to pretend to be an investor to apply for a refund, how can you verify that the real investor is applying for a refund? All I can think of are mobile phone numbers and email addresses. I wonder if you have this verification information of investors?
 
3. According to the description in Article 68, the defrauded investor will receive a 50% refund of the initial investment. I would like the initial refund rate to increase to 80% or higher.
 
4. There is evidence that Sara (LIHONG WEI) refunded more than 100 people who have a good relationship with her through Maywind around November 2020, so this refund plan needs to be excluded from this refund plan condition. If the SEC doesn't grasp the situation, please also consider penalties for Sara for deceiving the SEC.
 
5. Third-party remittance. Many victims in mainland China complete their investments through the so-called "friends" designated by Mr. Guo or Sara in China, the United States or Canada. They first remit the investment funds to these "friends", These "friends" will then remit them to GTV-related companies. I don't know if these people have remitted them, so please pay special attention to the refunds of these investors. Their investment funds or refunds may be used by these "friends". "It is also possible that these people and Sara colluded to obtain refunds.
 
6. Note that the time frame of this refund plan is from April 20 to June 2, 2020, but Sara and Guo Wengui did not stop accepting investments after June 2, and there are still countless investors sending remittances to their designated Accounts, I hope you can postpone the refund deadline, at least until July.
 
7. I hope that the refund process can be shortened so that the victims can get the refund as soon as possible. Many people have gone bankrupt to invest. After investing, they have no money to live on, their families are broken, and their wives are separated. Speed up refunds and shorten the process so that victims can get their money back as soon as possible.
