Based on Voice of Guo Media youtube and discord channel. They already returned investment fund to some of investors via Maywind trading llc, this LLC has strong connection with Voice of Guo Media. Fund administrator should try to identify those who already received return fund and exclude them from eligible potential claimant.
2. regarding 31. Third-party filer
The key person of GTV, Guo Wengui formed many discord groups (called \"Himalaya farm\") to gather people who are potential eligible claimants. Those group leaders collected GTV and VOG investor's personal information, purchase evidence and transaction bank account information. they also persuade potential claimants to use them as third-party filer instead of filing by themself. Fund administrator may need to exclude those third party filers has strong connection with Guo Wengui and Voice of Guo Media.
