Please distribute the settlement funds on a proportional basis. The "rising tide" method used by the State of Arkansas was very unfair because someone who lost a million dollars got the same amount as someone who lost ten thousand dollars. That makes no sense to me. Please don't use the rising tide method. Thanks.
