I, as an investor, have the right to transact on an exchange which I feel best serves my purposes. Since Reg NMS, liquidity (distinct from volume) has dropped and multi-sigma events (ie. individual stock flash crashes) have become the norm. I do not trust the markets as they exist today and I should be able to vote with my dollars by supporting an exchange that at least pays lip-service to leveling the playing field.
If IEX is not approved, there will be little doubt that you serve moneyed interests over those of the American people.
