I would like to endorse the application of IEX to become an exchange.
After reading some of the comment letters I see no reason why IEX should be denied. The reasons behind the non-supporters of IEX are illogical. They are against the "speed bump" but they use a far larger speed bump in their exchanges and in their trading.
The market needs to decide if IEX is a needed exchange, not a minority of opponents.
