Please approve the IEX exchange. As a retail investor I feel like the market has been changing for the worst with internalizers and HFT front running all orders. Orders that used to move the market 1% now move it 5%. A 5% move is now a flash crash. It's extremely scary, and it's getting worse and worse. IEX should be able to provide price stability and real market making, which currently is not happening.
If you care at all about retail investors, and your mandate says you should, then you will approve this exchange.
