As an individual small investor I support IEX's application to become a public exchange.  I am not a frequent trader but I am an investor in stocks, ETF's and CEF's as well as open-ended mutual funds.  ETF's, CEF's and open-ended mutual funds may well be frequent traders, so what benefits their trading benefits me as well.

I am distressed by a system that allows latency arbitrage and opacity as far as who other sellers are on my buy side trades and vice versa for my sell trades, e.g., allowing my broker to trade against me without me knowing.  I believe IEX will offer an open, transparent trading platform.  If you permit IEX to become a public exchange, I will ask my brokers to route my trades through IEX, or find other brokers.

You should be promoting competition in markets, so let IEX be an available public exchange.
