After reading about the proposed formation of IEX as a new stock exchange, I must write to you in favor of granting their application. High-speed computerized traders have hijacked the other stock markets. They are using their unfair advantage to front-run other investors. They are manipulating the markets for their own enrichment at the expense of not only fairness, but also national security. This new exchange could be a partial answer to this huge problem.
Allow them a chance to make a difference.
