      Nocopi Technologies, Inc. announces the Resignation of James Abrahart

West Conshohocken, Pa. December 14, 1999/PRNewswire. Nocopi Technologies, Inc.
(OTC Bulletin Board: "NNUP") today announced that James Abrahart has resigned as
a director and withdrawn his name from the management slate of nominees proposed
for election at the Annual Meeting scheduled to be held on December 15, 1999.

     Nocopi Technologies, Inc. also announced that the place of the Meeting has
been changed to the Sheraton Rittenhouse Square Hotel at 2:30 p.m. on December
15, 1999. The Sheraton Rittenhouse Square Hotel is located at 227 South 18th
Street (18th at Locust Street), Philadelphia, PA 19103.

     Nocopi Technologies, Inc. was founded in 1984 and is based in West
