Vietnam: Oil discovery on offshore Block 15-1/05
Paris, 23 November, 2009 - Total announces that its subsidiary, Total E&P Vietnam, and its partners on Block 15-1/05, have discovered oil in the Lac Da Nau prospect, located in the southern part of the block in the Vietnamese offshore.
15-01/05 LDN-1X exploration well is the first well drilled and the first discovery made on Block 15-01/05. It is located 110 kilometers to the East of Vung Tau, about 65 kilometers off the coast, and was drilled in a water depth of 45 meters. The well produced 4,200 barrels per day of 44 API° oil during tests performed in the basement.
Phu Quy Petroleum Operating Exploration and Production Company Limited, a subsidiary of Petrovietnam Exploration and Production Corporation, is the Operator of Block 15-1/05 with a 40% stake. The other partners on Block 15-1/05 are Total E&P Vietnam (35%) and SK Energy (25%).
Total Exploration & Production in Vietnam
In addition to its 35% participation in Block 15-1/05, Total signed in March 2009 a production sharing contract with Petrovietnam for Blocks DBSCL-02 and DBSCL-03. Located in the Mekong delta region, these onshore blocks are held by Total (75%, Operator) and Petrovietnam Exploration and Production Corporation (25%).
Total Exploration & Production in Asia - Pacific
Total’s share of production in the Asia-Pacific region averaged 246,000 barrels of oil equivalent per day in 2008, accounting for 11% of the Group’s total output and close to 50% of its liquefied natural gas (LNG) output. Present in Indonesia, Total has operated the Mahakam Block since 1970 and is one of the country’s leading producers of natural gas. The Group also produces gas in Thailand, Myanmar and the Sultanate of Brunei.
Total diversified its assets with the acquisition of interests in a number of exploration licenses in Australia, Malaysia and Vietnam. It has a 24% interest in Australia’s Ichthys LNG project, in partnership with INPEX, and has signed a production sharing contract with China National Petroleum Corporation to study the natural gas resources of the South Sulige Block in China.

Total transfers a 10% interest in Russia’s Kharyaga field to Zarubezhneft
 
Paris, November 27, 2009 - Total E&P Russie, a wholly-owned subsidiary of Total S.A., today announced the transfer of a 10% interest in the Kharyaga oil field to state-owned Zarubezhneft of Russia. A memorandum of understanding (MOU) signed in 1999 at the same time as the Kharyaga production sharing agreement (PSA) stipulated that a Russian partner would take a stake in the project.
Total is operator of phases 2 and 3 of the Kharyaga field, which is located in the Nenets Autonomous District. The development of phase 3, which received the go-ahead in December 2007, will increase output to 30,000 barrels per day (b/d), compared to 20,000 b/d in 2008.
This new collaboration with Zarubezhneft gives an additional boost to Total’s projects in Russia,” said Yves-Louis Darricarrère, President, Total Exploration & Production. “The addition of Zarubezhneft as a partner in the Kharyaga field will further strengthen relations between Russian oil companies and Total.
Another partner in the field, Norway’s Statoil, is also transfering a 10% interest to Zarubezhneft.
Under the agreement, Total will continue to operate Kharyaga with a 40% interest, along with its partners Statoil (30%), Zarubezhneft (20%) and Nenets Oil Company (10%).
Total Exploration & Production in Russia
Total has been present in Russia since 1989. It holds a 25% interest in the first phase of the Shtokman project, alongside Gazprom (51%) and Statoil (24%). Front-end engineering design (FEED) is being performed prior to a final investment decision in 2010.
In the first phase of development, the field will produce 23.7 billion cubic meters of natural gas annually, of which approximately 50% (7.5 million metric tons per year) could be exported as liquefied natural gas.

Olivier Cleret de Langavant appointed
Senior Vice President, Finance Economics Information Systems
Paris, December 2, 2009 - Olivier Cleret de Langavant has been appointed Senior Vice President, Finance Economics Information Systems in Total Exploration & Production. He succeeds Philippe Chalon, who has transferred to another position in Total.
Olivier Cleret de Langavant joined the Group in 1981 occupying several positions as a reservoir engineer, first in France, then in Congo, the United States and Colombia.
He then became Director of Operations in the Netherlands.
He was Deputy Managing Director of the Angolan subsidiary from 1998 to 2002 during the early development phase of the deepwater Girassol Field.
He then became Managing Director of Total E&P Myanmar.
Since 2005, Olivier Cleret de Langavant was Managing Director of Total EP Angola, a position he held up to the time of his latest appointment as Senior Vice President, Finance Economics Information Systems in Total Exploration & Production.

French Guiana: Total acquires a 25% interest
in the Guyane Maritime Permit
Paris - December 8, 2009 - Total announces the acquisition of a 25% interest in the Guyane Maritime Permit from Hardman Petroleum France SAS, an affiliate of Tullow Oil plc. The permit, located about 150 kilometres off the coast of French Guiana, covers an area of approximately 32,000 square kilometers (km2) in water depths ranging from 2,000 to 3,000 metres.
This acquisition, which is subject to approval from the French authorities, complements Total’s portfolio in deepwater acreage in a new oil exploration region for the Group. In the permit, a 3D seismic acquisition program covering an area of up to 3,000 km2 is already underway.
« With the acquisition of an interest in the Guyane Maritime Permit, Total will be able to bring its expertise in deep water to an exploration program deployed in a French department » stated Yves-Louis Darricarrère, President, Exploration & Production.
Under the new partnership structure, Hardman Petroleum France SAS is operator of the permit with a 39.5% interest. Other partners are Shell Exploration and Production France SAS (33%), Total E&P Guyane Française (25%) and Northpet Investments Ltd (2.5%).
Total Exploration Programme in 2009
The 2009 Exploration work programme, amounting to 1.7 billion dollars, is designed to identify new hydrocarbons reserves, through the implementation of a balanced strategy focused on three main objectives.
Firstly, Total is committed to the further exploration of prospects located in the vicinity of fields already in production and that are considered to be mature areas. By doing this, the Group is able to extend the duration of producing assets, such as in the North Sea, Indonesia, Thailand, Congo, Angola or Nigeria.
Secondly, the Group is undertaking intensive exploration and dimensioning appreciation in core areas to identify and launch new development projects, for example in Nigeria, Angola, the Republic of Congo and Norway.
Thirdly, Total is using its technical expertise to identify new prolific areas and high risk — high reward prospects such as in Mauritania, Libya and the United States.

Total Promotes French SME Development in China Through its Local
Business Support Program

Le Havre, December 8, 2009 - At the China-Europa Forum business meeting in Le Havre, France on Tuesday, December 8, 2009, Total joins the Assembly of French Chambers of Commerce and Industry (ACFCI) and the French Chamber of Commerce and Industry in China (CCIFC) in announcing the winner of the 2009 Chamber of Commerce and Industry International Award for China (Prix CCI International Chine 2009). Created to encourage the development of French small and medium-sized enterprises (SMEs) in China, this award recognizes the boldness, professionalism and perseverance of SMEs and entrepreneurs that have successfully launched sustainable businesses in China.
As a sponsor of the event, Total provides the winner, Grenoble-based Airstar (www.airstar-light.com), with funding to support its operations and development in China. Airstar is the inventor and world leader of lighting balloons. This type of support is just one of several methods that Total has adopted to help drive economic growth in its host regions.
In China, Total has already taken on 24 international co-op placements and 16 interns for SMEs. In addition, a business and prospecting mission to China from November 16-20, 2009 allowed six French SMEs from the nutrition, health and wellness industry to improve their knowledge of the market and evaluate export opportunities and potential partnerships with Chinese companies. The mission was organized by the Nord-Pas de Calais International Chamber of Commerce and Industry, with support from Total.
These initiatives currently represent a core component of the local business support program that Total created to help SMEs start up or expand in its host countries or regions. Nigeria: Hydrocarbon discovery on the OPL 223 license
Paris, December 16, 2009 - Total announces that its subsidiary, Total Exploration & Production Nigeria Ltd, has discovered hydrocarbons in the southern portion of the Oil Prospecting License (OPL) 223 deepwater offshore South-Eastern Nigeria.
The Owowo South B-1 well was drilled in a water depth of 670 metres and is located 20 kilometres East of the Usan field, currently under development. The well reached a total measured depth of 2,227 metres and discovered several oil bearing reservoirs with a fluid qualified as light oil according to shows during drilling and from logging data.
Under the production sharing contract governing the OPL 223, Nigerian National Petroleum Corporation (NNPC) is concessionaire of the license, which in turn is operated by Total Exploration & Production Nigeria Ltd (18%) in partnership with its co-venturers: Chevron Nigeria Deepwater F Ltd (27%), Esso Exploration and Production Nigeria (Upstream) Ltd (27%), Nexen Petroleum Exploration & Production Nigeria Ltd (18%) and Nigerian Petroleum Development Company (NPDC) Ltd (10%).

Total is committed to promoting the development of local communities through its activities and has actively encouraged its contractors to use Nigerian resources wherever possible, over and above local regulations.
The Akpo project, with production started in 2009, in which Total displayed its expertise to ensure sustainable development of the country’s energy resources in the deep offshore, has generated more than 11 million man-hours in Nigeria and will generate up to an overall total of 15 million man-hours in Nigeria by the time it is complete.
The Usan project will follow suit with approximately 60% of man-hours planned in Nigeria. The basic engineering studies for the Egina field on Oil Mining Lease (OML) 130, will be performed in Nigeria. The Group will continue to develop the expertise of Nigerian companies in deep offshore project-related work. This is particularly the case in the Niger Delta region, from which more than half of Total’s Nigerian employees originate and where the majority of the Group’s operations in the country are located.

Total Exploration & Production Nigeria
Total has been operating in exploration and production in Nigeria for close to 50 years. Total’s operated production in Nigeria comes from the OML 58, 99, 100 and 102 blocks as part of a joint venture with NNPC. The main fields are Obagi, Obite, Amenam-Kpono, Ofon and Odudu. Total also operates block OML 130, which contains the Akpo deep water development that started production in March.
Total has other significant equity production in Nigeria from its interests in non-operated ventures, particularly the SPDC joint venture (10%) and SNEPCO (12.5%), which includes the Bonga field. Total also holds a 15% interest in NLNG with a current LNG production capacity of 21.9 million metric tons per year.
Developing the country’s deep offshore resources is one of the Group’s main growth drivers in Africa. The development of the OML 138 Usan field, Total’s second development in deep offshore Nigeria, was launched in early 2008 and the field is expected to come on stream in 2012. Near Akpo in the OML 130, the Egina field whose basic engineering studies are underway, will be Total’s third deep offshore development in Nigeria.
In 2008 the Group’s production in Africa amounted to 783,000 barrels of oil equivalent per day representing 33% of the Group’s overall production. In addition to Nigeria, Total also produces in Algeria, Libya, Cameroon, Gabon, the Republic of Congo and Angola.

Paris, December 22, 2009 - Total today announces that the consortium it has formed with Partex has been awarded a 49% interest in the Ahnet license, as part of the second bid round held by the Algerian National Oil and Gas Development Agency (ALNAFT).
Located near In Salah in southwestern Algeria, the Ahnet exploration and development acreage covers an area of 17,358 square kilometers in which twelve natural gas formations have already been discovered.
Total holds a 47% interest and will appraise and develop the Ahnet finds with partners Partex (2%) and Sonatrach (51%).
A development plan will be submitted for approval before mid 2011, with first gas scheduled for 2015. The Ahnet license contains significant reserves (approximately 500 billion cubic meters of gas) which should produce at least 4 billion cubic meters a year, as per the contract with Sonatrach.
This latest project is a developmental milestone in the new southwestern Algeria gas province, which is also home to the Timimoun project operated by the consortium Sonatrach, Total and Cepsa. It further cements Total’s commitment to investing in Algeria in both the natural gas upstream and petrochemicals.
Total Exploration & Production in Algeria
Total’s production in Algeria comes from direct interests in the Tin Fouyé Tabenkort gas field, and from the Group’s 48.83% stake in CEPSA, which is partnered with Sonatrach on the Ourhoud and Rhourde El Krouf fields.
In Algeria, as in all host countries, Total is involved in a number of community development and environmental programs, in particular in the areas of education, health care and heritage preservation.

Total signs an agreement to enter into a joint venture with Chesapeake and to acquire 25% of Chesapeake Barnett Shale gas portfolio
Paris, January 4, 2010 - Total announces that its subsidiary, Total E&P USA, Inc., has signed on December, 30, 2009 an agreement to enter into a joint venture with United States based Chesapeake Exploration, L.L.C., a subsidiary of Chesapeake Energy Corporation (NYSE:CHK) of Oklahoma City, Oklahoma, whereby Total acquires a 25% share in Chesapeake’s Barnett shale gas* portfolio located in the State of Texas.
The assets have current net daily production of approximately 700 million cubic feet of natural gas and include approximately 300,000 net acres of leasehold, of which 90% are in the core area of the Barnett play. Total’s share of current production will be approximately 175 million cubic feet per day of natural gas (30 thousand barrels of oil equivalent), with forecast growth increasing Total’s share of production to over 250 million cubic feet per day of natural gas in future years. Total’s share of proven reserves will be approximately 0.75 trillion cubic feet of gas (130 million barrels of oil equivalent), with additional unproved reserves of approximately 1.6 trillion cubic feet (270 million barrels of oil equivalent).
The transaction, effective as of October 1st, 2009, is subject to closing conditions which are planned to be completed by end of January 2010. Total will then pay Chesapeake a consideration of USD 800 million in cash for acquiring these assets. Total will also be committed to pay a further maximum of USD 1.45 billion over a maximum period of 6 years in the form of a 60% carry of Chesapeake future capital expenditures on drilling and completion of wells within the framework of the joint venture.
As a result of the transaction, Total will also have the right to acquire a 25% share in any new acreage which will be acquired by Chesapeake in the Barnett Shale play.
Additionally, Total and Chesapeake have agreed to jointly study certain other North American shale gas opportunities together.

This joint venture will provide us with a solid position in an attractive long-term resource base under competitive terms. Bernard Pinatel, 47, is a graduate of Ecole Polytechnique’s engineering school, the Paris Graduate School of Economics, Statistics and Finance (ENSAE) and Institut d’Etudes Politiques (Sciences Po). He also holds an MBA from INSEAD Graduate Business School.
He began his career at Booz Allen Hamilton as a strategy consultant.
Mr. Pinatel joined Hutchinson in 1991 as an analyst in the Strategy Department, subsequently becoming Vice President, Production in Germany.
After three years as Plant Manager at Synthron, he moved to Coates Lorilleux as Vice President Marketing Europe in 1999. He was appointed CEO of Bostik France in 2000 and of Bostik Europe in 2003.
Since 1996, he has been President of Total Resins, which encompasses Cray Valley, CCP and Sartomer.
He has been a member of the Total Chemicals Management Committee since 2007.
With revenues of €1.4 billion in 2008, Bostik is a world leader in adhesives. Daniel Grasset Appointed President, Total Resins

Daniel Grasset, 60, graduated from Ecole Nationale des Arts et Métiers’ engineering school and joined the Group in December 1974 as a process and specialty equipment engineer at Ethylène Plastique and CdF Chimie in Lillebonne, Normandy.
In 1983, he was appointed Vice President, Specialty Polyethylene Production at CdF Chimie. From 1988 to 1992, he was General Manager of Orkem’s Resins’ Drocourt plant.
He then spent five years in the United States as Vice President, Operations of Cook Composites & Polymers (CCP).
In late 1996, Mr. Grasset was appointed Vice President, Ink Production and Managing Director of U.K. subsidiary Coates Lorilleux, followed by a stint as Vice President, European Operations at Sun Chemical.
From May 2000 to September 2004, he was Vice President Europe, Coating Resin Production at Cray Valley.
On October 1, 2004, he was appointed Deputy CEO of Grande Paroisse SA, renamed GPN in May 2007, of which he is currently CEO.
Together, Total Chemicals, Cray Valley, Cook Composites & Polymers and Sartomer form the world’s second-ranked resin producer, with revenues of €1.9 billion in 2008 and a global workforce of 3,500.
Francis Raatz Appointed President, Total Fertilizers
(GPN and Subsidiaries)
Francis Raatz, 54, graduated in chemical engineering from Ecole Centrale de Paris in 1978. He also holds a doctorate in Applied Catalysis from Institut Français du Pétrole (IFP) and a Ph.D. in Theoretical Chemistry from Université de Montréal.
He held a variety of R&D positions at the IFP in Montreal and Paris before joining Atochem in 1990, where he was Acrylic Specialties and Derivatives Production Manager at the Carling plant.
In 1996, Mr. Raatz was appointed Production Coordinator, Chlorochemicals and Vinyl Products at Elf Atochem in Paris, before becoming Deputy General Manager of Atofina’s Gonfreville plant in 1999 and General Manager the following year.
In 2004, he was appointed Senior Vice President, Polyethylene at Total Petrochemicals in Brussels.
He was subsequently appointed Senior Vice President, Research, Technology & Engineering at Total Petrochemicals, where his responsibilities included major projects.

Paris, January 11, 2010 – Total today inaugurated Europe’s first end-to-end carbon* capture, transportation and storage demonstration facility, in Lacq, southwestern France, at a ceremony attended by Valérie Létard, France’s Secretary of State for Green Technology and Climate Negotiations.
This technology will help to reduce greenhouse gas emissions from industrial facilities that use fuel oil, natural gas and coal, such as power plants, steel plants, cement plants and refineries. According to the Intergovernmental Panel on Climate Change (IPCC), carbon capture and storage has the potential to mitigate one-third of carbon emissions and could be used at 7,000 industrial plants worldwide by 2050.
The €60-million Lacq project will help to tackle climate change, used alongside other Group solutions, such as enhancing the energy efficiency of facilities and products and initiatives to promote and develop renewable energies.
The demonstration facility uses an oxycombustion carbon capture technology developed by Air Liquide. Pure oxygen is substituted for air in an industrial boiler to produce smaller amounts of flue gas that is 90% carbon. The carbon is piped 27 kilometers from the Lacq plant to the Rousse geological storage site, where it is injected into a depleted natural gas reservoir located 4,500 meters belowground.
Over the next two years, around 120,000 metric tons of carbon dioxide will be captured and stored, equivalent to the amount that would be emitted by 40,000 cars over the same period.
The launch of the demonstration project was preceded by wide-ranging consultation of local stakeholders. Monitoring will continue for three years after the two-year carbon injection period.

Canada: Total and ConocoPhillips
sanction phase 2 of the Surmont Project
Paris, January 19, 2010 – Total and ConocoPhillips announce the sanction of the Surmont Phase 2 SAGD (Steam Assisted Gravity Drainage) development in Canada. The project, slated to begin initial construction in 2010, will increase Surmont’s production capacity from 27,000 to 110,000 barrels of bitumen per day.
The Surmont project is located approximately 60 kilometres southeast of Fort McMurray, Alberta, in the Athabasca oil sands region. Surmont is operated by ConocoPhillips Canada and is a 50/50 joint-venture with Total E&P Canada.
“The responsible development of Canada’s oil sands, particularly with respect to the environment, will be crucial in providing a secure source of energy for the future. Total is pleased to be advancing on this project and plans to bring to it innovation and global expertise in world-class heavy oil projects, while meeting the strict national and international standards for environmental compliance,” stated Yves-Louis Darricarrère, President Exploration & Production, Total.
Phase 2 is scheduled to begin production in early 2015.
Steam-Assisted Gravity Drainage (SAGD) technology
SAGD is a thermal production technology used to recover bitumen from the oil sands. This process has a limited environmental footprint and relies on well pairs of long horizontal drains. Steam is injected into the upper well to lower the bitumen viscosity in the reservoir. The bitumen mixed with hot water flows to the lower well, from which it is then pumped to the surface. In the surface processing facilities, the water is separated from the bitumen, treated and recycled to the steam generators. The bitumen is diluted and sent by pipeline for upgrading and refining.
For Surmont SAGD, a collaborative effort is underway with ConocoPhillips to develop technologies for both energy efficiency and CO2 capture and storage (CCS). Among those technologies and processes, Total and ConocoPhillips are looking into ways to inject lighter hydrocarbons into the wells along with the steam to lower the viscosity of the oil, which will reduce the requirement of steam and therefore the emissions of associated CO2.

Total Restructures Petroleum Product Logistics Operations in France
Paris, 20 January, 2010 - In response to declining petroleum product demand, Total will be gradually adjusting its logistics network in France. The process entails:
    Outsourcing the operations of five depots* to specialized logistics companies.
 
    Closing the Pontet depot in the Vaucluse region, southeastern France.
 
    Investing in the Port-la-Nouvelle petroleum product depot in the Aude region, south-central France, to double its capacity.
Following the restructuring, Total — No. 1 in France in petroleum product logistics — will still have a nation-wide logistics presence.
The project was presented to the Central Works Committee on January 20, 2010. Layoffs will be avoided through internal placements.

Collège de France Appoints Nicholas Stern to the Sustainable Development,
Environment, Energy and Society Chair for the 2009-2010 Academic Year
In 2008, Collège de France created a chair of sustainable development, energy and societal issues. Endowed for five years, the chair is held annually by an eminent, internationally recognized figure who will lecture on core sustainable development issues such as climate change and its impact on health and the economy; the impact of human activities on water and carbon cycles; food and nutrition; biodiversity; and the future of energy. Scientific, engineering and social science aspects will be considered.
Economist Nicholas Stern, Holder of the Chair in the 2009-2010 Academic Year
The teaching faculty has appointed Nicholas Stern, Professor of Economics at the London School of Economics and Fellow of the British Academy, holder of the chair for 2009-2010. Author of the landmark Stern Review on the Economics of Climate Change, published in 2006, Dr. Stern will lecture on managing climate change and promoting growth development and fairness, all of which are closely related to the core focuses of the chair. Dr. Stern believes that “the two great challenges of the twenty-first century are the battle against poverty and the management of climate change. Unmanaged climate change will irretrievably damage prospects for development [...], and action on climate change which hinders development can never build the global coalition on which such actions depend.

The chair was created as a result of a partnership with Total.

TOTAL and ERG create TotalErg,
a joint venture in the Italian marketing and refining business
Paris, January 28, 2010 - TOTAL and ERG have signed an agreement to create a joint venture in the Italian marketing and refining business.
The shareholder pact calls for joint governance as well as operating independence for the new entity.
TOTAL and Erg will hold equity stakes of, respectively, 49% and 51%.
Created through the merger of TOTAL Italia and ERG Petroli, the joint venture will be called TotalErg and will operate under both the TOTAL and ERG brands.
TotalErg will enjoy solid competitive positioning thanks to the integration of its two partners’ assets and expertise.
TotalErg will become one of the largest marketing operators in Italy, with a retail market share of nearly 13% and over 3,400 service stations. Fuel sales will exceed 3.4 million metric tons per year, while general retail and specialties business sales will amount to roughly 3.2 million metric tons per year, with significant market shares in diesel, lubricants, LPG and bitumen.
The joint venture will also be active in the refining business, with a total continental capacity of roughly 116,000 barrels per day or around 8% of national demand. TotalErg will optimize its industrial assets in this segment with a priority focus on achieving excellence in its industrial, environmental and safety performance. The joint venture will also operate its shareholders’ logistics infrastructure.
TotalErg will not consolidate either TOTAL Italia’s aviation and AS 24 payment card operations or ERG Petroli’s refining and marketing operations in Sicily.
The transaction will be submitted to competition authorities for approval. Until then, TOTAL Italia and ERG Petroli will remain as separate, competing entities.

Iraq: Total and partners PetroChina and Petronas
to develop the Halfaya oil field
Paris, January 28, 2010 - Total announces that, within the framework of Iraq’s second petroleum bidding round organized by the Iraqi Ministry of Oil on December 12th, 2009, the consortium led by PetroChina Company Ltd signed on January 27, 2010 a 20-year Development and Production Service Contract with Missan Oil Company for the development of the Halfaya oil field. Total E&P Iraq holds a 18.75% interest in the consortium, alongside the operator PetroChina (37.5%) and partners Petronas Carigali Sdn. Bhd. (18.75%) and the State Partner South Oil Company (25%).
The Halfaya oil field is located in the Missan governorate, 35 kilometres southeast of Amara city, and spreads across 30 kilometres long and 10 kilometres wide. The consortium intends to increase the current oil field production from 3,100 barrels of oil per day to 535,000 barrels of oil per day.
In signing this agreement, Total resumes its activity in a country with important petroleum resources and potential. Total remains committed to accompanying the development of the Iraqi oil industry and is looking at engaging in other cooperation projects. In working with its partners PetroChina and Petronas on the Halfaya oil field, Total will also further strengthen its international partnership with world-class national oil companies”, said Yves-Louis Darricarrère, president Exploration & Production, Total.

Total to Create a Technical Support Center and a Refining Training Center
at the Flandres Refinery in Dunkirk, France
Paris, February 1, 2010 — At a special meeting of the Central Works Council on February 1, 2010, to discuss the Flandres refinery’s current situation and long-term future, Total stated that it hoped to continue studies currently under way to secure the future of the site, reflecting its commitment to reaching a comprehensive and satisfactory solution in terms of operations and employment.
In response to the structural, permanent decline in petroleum product demand affecting the refining industry, operations at Flandres were halted in September 2009. The market is not forecast to improve, which means that the scheduled five-year turnaround maintenance program cannot be performed in March 2010.
Without anticipating the final decision that will be made, Total is responding to employee and contractor concerns by committing to:
  guaranteeing each employee a job at Total that is a fit with his or her competencies.
