Support for the EITI and the Declaration by President Obasanjo

Paris, December 2, 2003 — President Olusegun Obasanjo of Nigeria recently declared that his country would implement the Extractive Industry Transparency Initiative (EITI), which aims to improve transparency in respect to revenues earned by countries from the development and production of mineral and petroleum resources. Greater transparency will make for better governance in these countries.

Total, which shares the objectives of the EITI, warmly welcomes President Obasanjo’s announcement and will contribute to its implementation. It is foreseen that this initiative will be guided by the following principles:

• Voluntary commitment by host countries to the process;

• Sanctity of existing contracts;

• The data reported by companies will be consolidated and published by an independent authority.

Canada: First phase of the Surmont heavy oil sands project
officially launched

Paris, December 15, 2003 — Total announces the company’s approval for the launching of the first phase of the Surmont oil sands project in Athabasca, 60 kilometers southeast of Fort McMurray, Alberta, Canada. The first phase of production will start in 2006 and reach 27,000 barrels per day of bitumen. It represents an important milestone in the development of the totality of Surmont reserves.

The Surmont oil sands project uses Steam Assisted Gravity Drainage (SAGD), a method that involves the injection of steam deep into the oil sands. The steam melts the bitumen, which is then recovered in its semi-liquid state and pumped to the surface for further processing.

“With the approval of this project, Total is also marking its commitment to developing and adding the Surmont oil sands to its very significant reserves of heavy oil,” affirms Christophe de Margerie Total’s president of Exploration and Production. “Once more Total is demonstrating how improvements in technology coupled with the hard work of our employees and partners are making it possible to develop resources set in difficult physical environments.”

Total holds a 43.5% stake in the Surmont permit in partnership with ConocoPhillips, operator with 43.5%, and Devon 13%.

Total Denies Collusion with the Myanmar Army

Paris, December 18, 2003 — Total formally disputes the allegations reported by Le Figaro and Le Nouvel Observateur on December 18, 2003 concerning the construction in 1995 of the gas pipeline operated by the Group in Myanmar.

The Group has instructed its lawyers to take the appropriate legal action against the authors of the allegations and to obtain compensation for the damage suffered.

Please be advised that in connection with Total’s share repurchase program, TOTAL S.A. reacquired 3,515,000 of its ordinary shares, nominal value 10 euros per share, during the three month period ending December 31^th, 2003, through trades executed on the Paris Bourse. Further more, TOTAL S.A. cancelled 30,100,000 of its ordinary shares on November 21^th, 2003. Before these operations, TOTAL S.A. held 63,748,984 shares in treasury. In addition, at December 31^th, 2003, 25,082,817 shares were held by various subsidiaries. As a result, Total held an aggregate of 37,163,984 of its ordinary shares at a such date.
