Advances From The Federal Home Loan Bank ("FHLB")	*11. Advances from the Federal Home Loan Bank ("FHLB")* Total advances from the FHLB decreased by $300.0 million to $250.0 million at June 30, 2011, from $550.0 million at December 31, 2010. The Company prepaid advances from the FHLB totaling $200.0 million with a weighted rate of 4.29% during the first quarter of 2011 and $100.0 million at a rate of 4.33% in the second quarter of 2011. Prepayment penalty incurred were $12.3 million in the first six months of 2011 and $3.5 million in the second quarter of 2011. In January 2010, the Company prepaid advances totaling $65.0 million from the FHLB with a rate of 3.49% and incurred prepayment penalties totaling $909,000. As of June 30, 2011, $250.0 million FHLB advances with weighted average rate of 4.58% compared to $550.0 million FHLB advances with weighted average rate of 4.43% at December 31, 2010.
