Ohio Regulatory Environment One of 24 states with deregulated electric generation Senate Bill 3 (SB3) In 2001, the Public Utilities Commission of Ohio (PUCO) partially deregulated utility service establishing a competitive electric generation market in Ohio. Retail customers have the ability to choose a generation provider, while DPL Inc. continues to provide transmission and distribution services.
