which federal
assistance is
 
distributed,
 
the financial
 
condition, liquidity
 
and cash
 
management practices

Puerto Rico
 
Government and

instrumentalities
 
and
 
the
 
implementation
 
of
 
fiscal
 
and
 
debt
 
adjustment
 
plans
 
approved
 
pursuant
 
to
 
PROMESA
 
or
 
other
 
actions
mandated

Generally,

deposits
require

outflows are lower.
