Explanatory Note

This Form 8-K/A is being filed to amend the Current Report on Form 8-K filed on October 21, 2013 (the “Original 8-K”) by United Community Financial Corp. (“UCFC”) solely for the purpose of adding a description of the grant of stock options that Zahid Afzal was awarded upon his appointment to the Boards of Directors of UCFC and its wholly owned subsidiary, The Home Savings and Loan Company of Youngstown, Ohio (“Home Savings”). This Form 8-K/A does not amend or modify the Original 8-K in any other respect.

Item 5.02 Departure of Directors or Certain Officers; Election of Directors; Appointment of Certain Officers; Compensatory Arrangements of Certain Officers.

(d) Pursuant to Mr. Afzal agreeing to join the Boards of Directors of UCFC and Home Savings, the Board of Directors of UCFC, at the recommendation of its Compensation Committee, awarded Mr. Afzal 4,000 stock options, at an exercise price of $3.83. The options vest in equal portions on each of December 31 of 2013, 2014 and 2015.
