Dear KCPL Shareholder,

     After getting volumes of information in the mail and seeing a
confusing assault of newspaper ads, I am sure you have questions about
Western Resources and its plan to combine with Kansas City Power and Light.

     We want to give you the opportunity to learn about our company, our
vision for the future and the offer which gives you a higher share price
and much higher dividends.
