This Schedule 14D-9 filing relates solely to preliminary communications made before the commencement of a planned tender offer (the Offer) by CTI Acquisition Corp., a Delaware corporation (Purchaser) and wholly-owned subsidiary of Creation Technologies International Inc., a Delaware corporation (Parent) for all of the outstanding shares of common stock, par value $0.01 per share of IEC Electronics Corp., a Delaware corporation (the Company or IEC) to be commenced pursuant to the terms of the Agreement and Plan of Merger, dated as of August 12, 2021 (the Merger Agreement), by and among, the Company, Parent, Purchaser and Creation Technologies Inc., a Delaware corporation (the Guarantor). If successful, the Offer will be followed by a merger of Purchaser with and into the Company (the Merger).

I am writing to provide you with information about a new business relationship for IEC Electronics. In a press release this morning, we announced that Creation Technologies has entered into a merger agreement to acquire IEC. Assuming a successful completion of the transaction, which has already been approved by our Board of Directors, IEC will be wholly-owned by Creation Technologies and will no longer be a public company.
This is extremely exciting news for the future of IEC. Creation Technologies is eager to partner with us and help us grow as we continue to build on the world class products that we offer.
I want to make sure that you have some basic facts about this possible transaction:

The company has won Circuit Assemblys awards for customer service for seven consecutive years. Creation was attracted to IEC because of our strong reputation in the A&D market and longstanding customer relationships. |
| The acquisition is premised on a broadening of services that the combination of the two companies can provide; it builds a larger, more successful, more global, EMS company. There are currently no planned site closures or rationalizations as a result of this combination. |
| Creation offers a competitive package of benefits and retirement plans which will be explained after the transaction closes. We do not expect, however, any changes to your current benefits for the balance of 2021. |
| The transaction is structured as a tender offer and is expected to close by early October, subject to antitrust approval and other customary conditions. |
