Exhibit 99.3

Form of letter to certain Philips suppliers

I wanted to make you aware that Philips signed an agreement to acquire Spectranetics, a company that develops, manufactures, markets and distributes medical devices used in minimally invasive procedures within the cardiovascular system. The transaction is subject to the approval of shareholders of Spectranetics, regulatory approvals and customary closing conditions. We expect the transaction to close in the third calendar quarter of 2017.

Spectranetics brings to market a range of Vascular Intervention (VI) technology, including the AngioSculpt® scoring balloon used in both peripheral and coronary procedures, and the Stellarex™ drug-coated balloon (DCB) peripheral angioplasty platform. The combination with our own Philips IGT Devices business, which was formed with the acquisition of Volcano two years ago, will enable us to offer an even stronger and more complete range of solutions to our customers, extending the value we are able to offer.

Operationally it will be business as usual for our supply chain partners. We continue to maintain our business expectations, payment terms, commitment to quality and key points of contact. We look forward to working closely with you in the months after the acquisition is completed and request that you continue to do business using your existing contacts and processes currently in place with Philips Volcano.

Best Regards,

Mazin Sabra

Head of Procurement, Philips IGT Devices
